So often - particularly in e-mail queries - people give isolated examples of ASN.1 type definitions and say “What is the BER encoding of this?”
Anyone giving an answer has to guess at what are the module defaults that the writer of the query has in mind (or that occur in the actual protocol specification that he/she is concerned with.
To understand tagging you need a good understanding of the possible module defaults, sometimes called the tagging environment of a specification.
